Here's how to do it :
Open chrome settings and on top of the setting you will find "On startup" section. In this section choose "Continues where i left off" to make chrome open tabs that were last opened every time you start chrome browser.

Another way to save multiple tabs on chrome is to bookmark them in one folder. To do this right click on any open tab and choose "Bookmark all tabs" or you can press Ctrl+Shift+D. After this you can give the new bookmark folder a name and then click save to save it.

To quickly open all the bookmark in a folder you can right click on the folder and then choose "Open all bookmarks".
